Fire safety in public gathering places has always been the focus of fire supervision and management. The new Fire Protection Law inherits and develops the provisions of the original Fire Protection Law regarding the fire safety inspection of public gathering places before use and operation by the fire protection agencies of public security organs. It cancels the preconditions for correction within a time limit in the original Fire Protection Law regarding administrative penalties for public gathering places that are put into use or operation without fire safety inspection or do not meet fire safety requirements upon inspection. For those who commit the above-mentioned illegal acts, it stipulates direct administrative penalties of ordering to stop construction, stopping use, suspending production and business, and imposing fines.

There are requirements for fire safety in holding large-scale mass activities

In order to reduce administrative licensing matters, the new fire protection law includes the fire safety of large-scale mass activities into the review content of public security administrative licenses stipulated in the "Regulations on the Safety Management of Large-scale Mass Activities", avoiding multiple approvals, making it convenient for the society and the people, and at the same time clarifying fire safety requirements and regulations. If a large-scale mass event is scheduled to be held, the organizer shall apply for a safety license from the public security organ in accordance with the law, formulate fire-fighting and emergency evacuation plans and organize drills, clarify the division of fire safety responsibilities, determine fire safety management personnel, keep fire-fighting facilities and fire-fighting equipment complete, intact and effective, and ensure that evacuation passages, safety exits, evacuation signs, emergency lighting and fire truck passages comply with fire protection technical standards and management regulations.
